Overview

Engineering teams evaluating mmWave WLAN reuse typically begin with PHY/MAC capability and performance. This research note adds an institutional evidence layer by examining publicly available IEEE Letters of Assurance (LoAs) associated with IEEE 802.11ad and 802.11ay. LoA records do not establish patent essentiality, infringement or a complete licensing position, but they can reveal areas where the assurance environment differs across a standards baseline and its later enhancements. The analysis compares the two amendments and translates observed LoA outcomes into an implementer-facing workflow covering baseline selection, feature-cluster review and early diligence. The resulting feature map spans coding, beamforming refinements, MU-MIMO, bonding and aggregation, MAC onboarding, power control and ranging/positioning. The paper identifies broader positive assurance participation around 802.11ad, while 802.11ay includes several refusal signals associated with enhancement-heavy regions. It therefore treats 802.11ad as the more conservative starting baseline and 802.11ay enhancements as candidates for conditional adoption accompanied by focused diligence. The method is intended as an early planning aid that complements rather than replaces claim-level essentiality review.
